Business Assistance Grants Application

  1. The money for these funds are from the US Department of Treasury through the CARES Act and the City of Portland’s PDX CARES program. The funds are subject to compliance with the US Department of Treasury regulations.

    The City of Fairview is launching the Fairview Strong Initiative to provide financial assistance to our small businesses. This program is open to any business within Fairview that has been financially impacted due to the COVID-19 pandemic.

    Business owners need to demonstrate they experienced a financial loss due to COVID-19. The total amount received in PPP, EIDL Advance, Business Oregon Grants, and the Fairview Utility Relief program will be subtracted from total losses. The Fairview Strong Initiative Grants will not exceed the remaining loss.

    Eligible businesses will be located in Fairview or in the unincorporated area of Multnomah County served by Fairview Utility services.

  2. The “Fairview Strong” initiative consists of three grants and business owners may opt to apply for all three if their business meets the eligibility requirements.

    Healthy Fairview Grant is a PPE (personal protective equipment) micro grant open to businesses that provide an essential service or that have a public store front within the City of Fairview. Grant funds may be used to purchase items such as masks, hand sanitizer, thermometers, and banners or sign displays with covid-19 preventative messaging, plastic shield barriers, etc.
    Amount: $500 - $2,000
    Eligibility: Business that provides an essential service or has a public storefront.

    Restaurant Reset Grant is only open to our local restaurants and food establishments. Eligible businesses include coffee shops, drive-thru coffee shops, restaurants, bars, and bakeries. Chain and franchise establishments are not eligible to apply. The grant reimburses the cost of lost food and drink inventory due to changes in operation or forced closure due to Executive Order 20-12.
    Amount: $1,000 - $5,000
    Eligibility: Any business that lost food/drink inventory due to COVID-19.

    Fairview Strong Business Assistance Grantis open to all business owners in the City of Fairview. This includes home occupation businesses, sole proprietors, general partnerships, LLC’s, corporations, and 501(c)(3)s. Chain and franchise establishments, as well as passive real estate holders will not be eligible to apply. The grant is for businesses that have been adversely affected by covid-19.

    Amount: $3,000 - $10,000
    Eligibility: Any business in the City of Fairview adversely affected by COVID-19. Award amount is based on the number of employees. No employee limit.

The following businesses were forced to close: Amusement parks, Aquariums, Arcades, Art galleries (to the extent that they are open without appointment), Barber shops and hair salons, Bowling alleys, Cosmetic stores, Dance studios, Esthetician practices, Fraternal organization facilities, Furniture stores, Gyms and fitness studios (including climbing gyms), Hookah bars, Indoor and outdoor malls (i.e., all portions of a retail complex containing stores and restaurants in a single area), Indoor party places (including jumping gyms and laser tag), Jewelry shops and boutiques (unless they provide goods exclusively through pick-up or delivery service), Medical spas, Facial spas, day spas, and non-medical massage therapy services, Museums, Nail and tanning salons, Non-tribal card rooms, Skating rinks, Senior activity centers, Ski resorts, Social and private clubs, Tattoo/piercing parlors, Tennis clubs, Theaters, Yoga studios, Youth clubs.

  11. Eligibility

    Applicants are eligible to recoup their demonstrated loss up to the maximum grant amount. Each Fairview Strong grant amount is factored into a total and compared to the total demonstrated loss.

    Applicants will factor in any other received grant amounts including a Paycheck Protection Program (PPP) loan, 100% of the advance amount received from an Economic Injury Disaster Loan (EIDL), and 100% of any other grants received to recoup loss due to COVID-19. If an applicant is awarded a Fairview Strong Business Assistance grant, then they will be asked to demonstrate reported loss up to the grant amount.

    Applicants can choose one of the following methods:
           - Submit a 2019 gross revenue report comparted to a 2020 gross revenue report
           - Submit a monthly comparison of gross revenue, for example March 2020 compared to March 2019 or March 2020                       compared to April 2020
           - Applicants can propose a third method to demonstrate loss to the grant administrator.

    If an applicant is applying for the Fairview Restaurant Reset then they will submit an invoice for food or drink inventory at the time of this application and that will serve as the demonstrated loss for that grant.

  22. Fairview Strong Business Assistance

    Fairview Strong Business Assistance Grant is open to all business owners in the City of Fairview. This includes home occupation businesses, sole proprietors, general partnerships, LLC’s, corporations, and 501(c)(3)s. Chain and franchise establishments, as well as passive real estate holders will not be eligible to apply. The grant is for businesses that have been adversely affected by COVID-19. The City will not use an FTE calculation to determine number of employees. Full-time and part-time employees will be counted each as a singular employee. Any business with over 5 employees will need to demonstrate this number by submitting a OR DOR Form 132. The owner can submit from any quarter between the last quarter of 2019 up to now.
